10 years ago, when local communities heard that Dairi Prima Mineral's proposed zinc mine in their earthquake prone region would require a tailings dam to sit behind a 25-meter-high wall to prevent toxic waste flowing downstream, they were understandably very concerned.<\/p>\n

Dairi Prima Minerals is an Indonesian joint venture between the Beijing-based mining conglomerate China Nonferrous Metal Industry\u2019s Foreign Engineering and Construction Co., Ltd. (NFC) and Bumi Resources Minerals, a subsidiary of the Indonesian coal-mining giant Bumi Resources.<\/p>\n

The concession area contains about 5% of the world's zinc reserves. This project began in 1998, when Dairi Prima Mineral received permission from the Indonesian government to explore for metals in an area of 27,420 hectares. The project is predicted to cost about $450 million. Dairi Prima Mineral proposes using underground mining techniques when extracting ore and bringing it to the surface. The ore will then be concentrated in facilities to be built near the mine. The concentrate ore will likely be transported to a smelter to be built in Indonesia, where it will be refined and used for a variety of consumer and industrial goods, particularly cars.<\/p>\n

Feeling that they had been kept in the dark by the authorities, community members from 11+ villages around or downstream from the Dairi Prima Mineral project decided to get informed and get organized. BAKUMSU has helped them by acting as their legal representatives and assisting them obtain independent technical advice on the risks of the mine.<\/p>\n

In 2019, the Ministry of Environment and Forestry informed DPM that, due to changes in plans for the mine, they needed to seek renewed Environmental Approval. This started a process that saw<\/p>\n

DPM produce 2019, 2021 and 2022 versions on an Environmental Impact Assessment Addendum Type A.
DPM received Environmental Approval in 2022, \nCommunities challenged the approval up to the Supreme Court, \nThe Supreme Court ordered the Environmental Approval be revoked.<\/p>\n

Environmental approval was formally revoked by the Ministry of Environment in 2025.<\/p>\n

However, in November 2025, a new DPM EIA Addendum Type A was produced with a new request for Environmental Approval. In October 2025, BAKUMSU wrote to the Ministry of Environment, asking for updates after hearing that DPM were preparing a new EIA Addendum and request for Environmental Approval. BAKUMSU never heard back. Yet, in November 2025, some other NGOs received an invitation to a Central EIA Commission hearing. The invitations were received only 1 or 2 days before the hearing. There was no time to read the 1,200+ page draft EIA Addendum Type A that DPM had prepared, or the copious appendices. BAKUMSU and the other NGOs believe that this violated process guidelines, meaning the hearing was invalid.<\/p>\n

On inspection of the November 2025 draft EIA Addendum Type A, it became clear that DPM apparently recognise that earlier plans for a large tailings dam in Dairi were misplaced and dangerous (see the section of this website on the 2022 Environmental Approval).<\/p>\n

The new EIA Addendum said all of the toxic tailings would be backfilled into the mine cavity.
International mining experts have said this is an impossibility, and that a very significant proportion (around 40 to 50%, or about 2+ million tons) of toxic tailings would still need to be managed above-ground.<\/p>\n

Mining and dam stability experts have said there are no stable above-ground sites in Dairi that would be suitable to store tailings. All flat areas have thick layers of volcanic ash that would transmit earthquake shake up into a dam wall. Dairi is in one of the most earthquake-prone and storm prone area of the world.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Background<\/strong><\/p>\n

Dairi Prima Mineral was planning to build an underground mine to commercially extract zinc, lead and silver ore in a mountainous area of North Sumatra, Indonesia. Zinc would be the focus of the mine.<\/strong><\/p>\n

Dairi Prima Mineral claimed that most of the waste from the mine will be mixed with cement and injected back underground. However, millions of cubic meters of remaining toxic waste would be stored in a tailings dam located 2 kilometers from the mine. Initially DPM have said a 25-meter high dam wall is required for mining period of 8 years. There was is considerable uncertainty about how much tailings could be put back into the underground cavity (mixed with cement) and how much will be left to be stored in a tailings dam. Technical experts said DPM is seriously under-stating just how much tailings will need to be stored in a dam.<\/p>\n

The big issue was, if not properly located, constructed and maintained, tailings dams could fail, releasing toxic waste into the surrounding environment. Even those companies that claim to implement more modern security measures have a high failure rate (2 to 5 per year worldwide). One major tailings dam collapse in Brazil was captured on camera (https:\/\/www.youtube.com\/watch?v=NK6EDKOys5E<\/a><\/span><\/span>). In that Brazilian disaster 272 people were killed and hundreds of kilometers of river system were poisoned. This was the sort of disaster the proposed DPM tailings dam could create.<\/p>\n

An expert report commissioned by a consortium of NGOs on the seismic risk posed by Prima Mineral's Dairi project concluded that \u201cThe Dairi Mine is located in one of the highest risk areas in the world,\u201d located near the Sumatra subduction Megathrust which in 2004 and 2005 produced earthquakes respectively power 9 and 8+ respectively. The mine site is also only 15 kilometers from the Great Sumatran Fault which produces long-term or repeated earthquakes, known to be capable of damaging civil structures such as tailings dams (especially \u201cwet tailings\u201d, such as will be generated in Dairi). These factors, combined with the region's torrential annual rainfall, led the study authors to estimate that \u201cwithin decades of deposit 'closure',\u201d a sudden tailings dam failure caused by an earthquake would send \u201ca wave of liquid mud over the region\u201d downstream to the north.\u201d<\/p>\n

The social and environmental impacts of a collapse would be catastrophic. Dam collapses in other regions of the world \u2013 even without a high risk of earthquakes \u2013 have destroyed countless villages, killed hundreds of people, and poisoned the environment for generations. There are at least around 11 villages around or downstream of the proposed Dairi Prima Mineral mine. Study by Dr. Richard Meehan reviewed the 2022 DPM AMDAL Addendum concluded that not only were the risks not adequately weighed, the geological information on the location of the proposed tailings dam appeared to be being withheld \u2013 further increasing concerns about the DPM\u2019s commitment to safety and environmental protection.<\/p>\n

A study of the 2022 Dairi Prima Mineral AMDAL Addendum by technical expert Dr. Steve Emerman concluded that the Dairi Prima Mineral mine, if built in China, would violate new Chinese regulations created after the tailings dam disaster in Brazil. This practice is illegal in China because it can pose unacceptable risks to human life \u2013 yet Dairi Prima Mineral apparently intended to build its mine and tailings dam in Dairi - within 400m of a settlement, with churches and mosques where large numbers of people could congregate.<\/p>\n

Lead-zinc mines such as those owned by Dairi Prima Mineral are some of the most environmentally problematic mines in the world. The mine will extract sulfide ore, which can form sulfuric acid when it reacts with water and oxygen. Acidic conditions can cause acidic mine drainage where heavy metals dissolve in the water and then spread throughout the water system. Technical expert Dr. Steve Emerman found that the 2022 EIA DPM Addendum did not account for these risks according to international standards. The risk of flooding was underestimated and there was no adequate provisions for containing toxins. He estimated that the tailings dam, if completed, would have overflowed, emptying untreated water into water supply streams 15% of the time.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
